• Kelantan has gazetted the 2021 Amended UBBL on 24 December 2024
• Meanwhile, other states are diligently progressing through the necessary processes to adopt and gazette the amended UBBL, signaling a collective nationwide effort to uplift Malaysia's built environment standards.

Infrastructure Point of Presence (PoP)

• 677 POPs provided in rural/interior schools and industrial areas in 2024
• Phase 2 Overall: 1,361 out of 3693 PoPs, 37% final target for 2025

• 4,413 Malaysian startups registered in the MYStartup database as of March 2025.

4IR Innovation Park

• 4 advocacy, promotion and awareness events/activities through the MRANTI Living Labs initiative on 4IR drone and robotics technology.
• 1,500 entrepreneurs, innovators and aspiring entrepreneurs who benefit from the MRANTI 4IR drone and robotics application center.

4IR Healthcare Framework

• 57 hospitals are using Medical Programme Information System (MPIS) and have successfully implemented data integration into the Patient Treatment Information System (SMRP).

4IR Halal Supply Chain

• 4,192 Halal Material Databases have been registered to date on the Halal Integrated Platform (HIP) platform.

4IR Agriculture

• 243 farmers benefited from 4IR technology in 2025.
• 243 farm locations adopted 4IR technology in the field in 2025.
• 77 promotional and training programmes focused on 4IR agriculture were conducted throughout 2025.

Competition Legislation and Regulation

• 300 MSMEs adopt essential cybersecurity measures to safeguard their businesses from growing cyber threats.
• 600 personnel have participated in the Certified Information Security Awareness Manager (CISAM) training program.

Cybersecurity Adoption in Business

• MPC has successfully developed the Digital Regulatory Impact Statement (DRIS) system. The system is currently undergoing the User Acceptance Testing (UAT) phase to ensure its functionality and usability.

Digital Economy Taxation Legislation

• The amendments of the Finance Bill related to GMT were gazetted on December 2024. The Bill came into force on 1 January 2025, as the Finance Act 2024.
• The GMT guidelines were published on 1 December 2024 and can be accessed at LHDNM website.

Digital Investment and Local Champions

• Approved Investment for 2021 – March 2025: RM310.7 billion
• Target investment for 2025: RM 130 billion (161.2%)
• Realised Investment (as at 31 Dec 2024): RM 77.2 billion
• Digital Technology Services Exports: RM4.154 billion – (2024 unaudited) Target for 2025: RM 5 billion (83.1%)

Integrated Data Sharing Platform

• 69 agencies have integrated with Malaysian Government Central Data Exchange (MyGDX)
• Development of 245 APIs
• 247 High-quality open data is provided

Cloud Computing Services

• 13 out of 17 Ministries have utilised public cloud services under the Cloud Framework Agreement (MyGovCloud@CFA).
• 65.23% of the total government application projects subscribing to cloud computing services under the CFA are cloud-native.
